Vision & Long-Term Strategy

City On A Hill is a long-term, God-led vision currently in development: a faith-rooted community centered on hope, healing, restoration, purpose, worship, and fellowship.

Land, zoning, municipal approvals, builders, funding, housing operations, transportation arrangements, and service partnerships have not been secured.

The envisioned future community may include:

• A central worship and community center for connection, food, services, and fellowship

• Transitional housing for people in recovery and those experiencing homelessness

• A working farm supporting food sustainability and agricultural or trade-skills learning

• Small businesses that could create purposeful work

• A mentoring model connecting residents with appropriate spiritual, emotional, and practical support

• Responsible transportation planning aligned with available public-transit and community transportation resources

• Vocational and trade-training pathways

• Guidance for future community-impact businesses or services

The vision is to develop a model that promotes dignity, responsibility, healing, meaningful work, and long-term reintegration. These housing, training, transportation, business, and community-center services are not currently operating.

Funding & Stewardship

A responsible funding and stewardship structure is still being developed. Substantial capital will eventually be required, and no funding source or development commitment should be understood as secured. Xodus will prioritize mission alignment, responsible governance, and long-term stewardship as possibilities are evaluated.

Our Belief

We believe the answer to addiction, homelessness, and disconnection is more than another program. The Xodus vision is a spiritually anchored, purpose-driven community where healing can grow through connection, work, worship, accountability, and love.
